the effect is very cool, and reminds me of a plugin filter i use sometimes. except yours look better ;)

#1 open pic
#2 use layers, duplicate the background twice
#3 on first duplicate, use blend mode screen
#4 on second background, use gaussian blur (about 20 give or take for what works best for you)
#5 be sure you are on second background, use blend mode multiply
#6 use layers and flatten all.. TAA DAAAA

before you flatten you can adjust colors and such on seperate layers to get the effect you wish. I used monochrome on my first background once.. looked really cool in the end effect. any questions, feel free to ask :)
